• The Ellinikon Park, with 2,000,000 square meters of green space, upgrades Athens’ coastal zone and creates a new space for culture, sports, and relaxation for everyone. The 50-kilometer network of pedestrian walkways and cycling paths offers routes through greenery, passing by monuments, preserved buildings, and sports facilities. The 12-kilometer Cultural Route includes 14 monuments and archaeological findings from the Ellinikon area.

• A project with a total budget of €15 million has been completed: the building complex that will operate as a Care Center for People with Disabilities.
  This model building complex, which will host four disability associations — “Amimoni”, “Ermis”, “Niki – Victor Artant”, and the “Multiple Sclerosis Association” — was a central priority for LAMDA Development, which committed itself and undertook the responsibility that the very first building to be constructed at Ellinikon would become the new home of our vulnerable fellow citizens.
  The four associations, which had been housed within the former Ellinikon area in temporary and inadequate facilities of only 2,500 sq.m., relocated in September 2023 — with all relocation costs once again fully covered by LAMDA Development — to a building complex that constitutes a model for Social Care facilities throughout Europe.
  With a total built area of 11,500 sq.m., on a 7,400 sq.m. plot that has already been transferred to its new owner, the Municipality of Elliniko–Argyroupoli, the new Care Center for People with Disabilities features a unique surrounding environment. Its creation aims to upgrade everyday life and promote a new way of living — easier, more functional, and more outward-looking — for both children and adults who need, and deserve, the highest level of care.

• • The Integrated Civil Protection Ecosystem of the Municipality of Elliniko–Argyroupoli is a modern, innovative local crisis management center. It combines the Fire-Center (operational center for fire incidents) and the Civil-Control system (citizen protection control system) for disaster prevention, immediate emergency response, and the protection of the peri-urban environment.
    Its main features include:
    Crisis Management Center: Located within the Municipality and staffed by specialized personnel and volunteers (EODPEA). It operates as a coordinating body in emergency situations (e.g. forest fires, floods).

• • The Greek Network of Resilient Cities (ELDAP) is an innovative local government organization headquartered in Argyroupoli (3 Bouboulinas Street). Founded by and chaired by the Mayor of Elliniko–Argyroupoli, Giannis Konstantatos, the network includes more than 130 municipalities and aims to promote prevention, civil protection, and sustainability.
    🔹 Objectives & Actions of the Network
    The network operates as a central hub for strengthening infrastructure and addressing natural disasters (such as wildfires and floods), bringing municipalities closer to the central administration. Its main actions include:

  The GreCO (Green Cultural Oases) program is an ambitious European initiative funded by the European Urban Initiative (EUI). The Municipality of Elliniko–Argyroupoli is the lead partner and main implementing authority of the project.
  The Objective of the Program
  GreCO aims to redesign urban tourism by transforming emerging urban destinations into “Green Cultural Oases.” The project focuses on the proactive management of the challenges brought by urban development and tourism (such as the anticipated major increase in tourist flows due to the Ellinikon redevelopment project), balancing economic growth with environmental protection and social cohesion.
  Main Pillars and Actions
  The program is developed around four central pillars:
  Green Transition: Promotion of ecological practices, sustainable mobility, and protection of the natural environment (e.g. protection and clean-up actions on Mount Hymettus).
  Digital Innovation: Development of the GreCO digital platform (mobile and web application), which uses AI technologies, environmental sensors, and augmented reality (AR) to provide visitors with personalized and smart thematic routes.
  Cultural Promotion: Showcasing local cultural heritage and strengthening multicultural communication.

• Municipal Digital Transformation

  The Municipality of Elliniko–Argyroupoli is implementing a broad Digital Transformation program with a budget of €1.2 million, introducing innovative Smart Cities and IoT (Internet of Things) solutions. A central pillar of the program is the “Citizen Card” application, which provides multiple benefits and digital services on a daily basis.
  The main actions of the digital modernization include:
  Citizen Card Application: Provides access to digital services and local benefits.
  Smart Infrastructure (IoT): Installation of systems for better city management, such as smart lighting and smart parking.
  Electronic Services: Digitalization of requests submitted to the municipality, reducing waiting times for citizens.
  Digital Literacy: Educational and digital empowerment initiatives, including interventions through the Community Center.

Elliniko–Argyroupoli Citizen App

The “Citizen app” is the official free digital application of the Municipality of Elliniko – Argyroupoli, created to improve everyday life through modern digital services and citizen benefits. The application functions as a digital citizen card, providing discounts, special offers, and benefits for municipal services, sports and cultural programs, as well as for more than 100 local businesses across the city.

This initiative is part of the municipality’s broader digital transformation strategy and aims to strengthen the connection between citizens, local businesses, innovation, and modern public services, while enhancing quality of life and supporting the local economy.

 

• LED Smart Lighting Infrastructure
  The Municipality of Elliniko–Argyroupoli will acquire an integrated “Smart City” platform through which a series of smart applications will be provided to residents throughout the city, such as: a remote monitoring – remote management – energy control system, smart parking through a mobile app, free WiFi access points for residents and businesses, as well as an intelligent telematics and smart transportation system for the municipal transport network.
  In essence, this is a project that will be implemented through self-financing, as the Municipality, without any capital investment and without being exposed to any risk (such as taking out a loan or the risk of not achieving the energy-saving and lighting-quality targets), secures a guaranteed benefit (based on the Contractor’s offer) of €1.2 million from the total amount of savings over a 12-year period.
  More specifically, the energy savings rate (according to the relevant offer) is expected to exceed 79.5%, while pollutant emissions (CO2 emissions) will be reduced by approximately 79.5% compared to the current emission levels.
  The financial benefit resulting from the achieved savings will improve the Municipality’s cash flow and will be directed either toward reducing municipal fees or toward additional investments aimed at upgrading the quality of life of our citizens.

 

• New Municipal Hall

The new Town Hall will be constructed within the Metropolitan Pole of Agios Kosmas, on a plot owned by the Municipality of Elliniko–Argyroupoli as part of the land allocation carried out by the Ministry of Finance.
It is a high-standard project that will house the Municipality’s services, currently scattered across various buildings, and will provide modern infrastructure for our citizens.
The 10,000-square-meter building will be developed through an international architectural competition and will comply with modern technological and energy standards, incorporating spaces that will serve the needs of municipal services, as well as the cultural and informational activities of our city.

• World Hall of Pontic Hellenism
  The World Pontian Hellenism Hall of Sourmena is a landmark project of the Municipality of Elliniko–Argyroupoli, which will be constructed within the major Ellinikon redevelopment project and is expected to be completed in early 2028.
  The project was born as a vision of Mayor Giannis Konstantatos and became a reality thanks to the full funding provided by Dr. Spiros Latsis, while its architectural design (by the Doxiadis office) is inspired by the historic Holy Monastery of Panagia Soumela in Pontus.
  Main Features of the Project
  Location: The plot was granted by the Municipality within the area of the former airport, at a prime location near the Agios Kosmas swimming complex.
  Size: The modern building facilities will cover a total area of 5,000 sq.m.
  Surrounding Area: It will be surrounded by squares, green spaces, and sports facilities.
  What the Hall Will Include
  The building has been designed to operate as a universal center of culture, research, and preservation of historical memory:
  Historical & Digital Museum: Spaces dedicated to the history, culture, and presentation of the Pontian Greek Genocide.
  Events & Lecture Hall: State-of-the-art spaces for conferences, speeches, and cultural events.
  Association Headquarters: It will permanently house the historic Union of Pontians of Sourmena and its library.
  Guest Accommodation: Capacity to host 16 people, including researchers, academics, and invited guests.
  Supporting Facilities: Administrative offices, a reception/lounge area, and underground parking.

• ESPORTS SUMMIT
• The 1st ESPORTS SUMMIT, the largest esports event in Greece, was hosted by the Municipality of Elliniko–Argyroupoli at The Ellinikon Experience Park, bringing together top athletes, students, academics, institutional representatives, and gamers from across the country.
  During the Summit, Mayor Giannis Konstantatos announced the creation of the first organized esports arena in Greece, to be developed in Elliniko on municipal land. The project aims to combine esports, education, artificial intelligence, and modern digital technologies, creating new opportunities for young people in education, innovation, and professional development.
  The two-day event included educational panels, technology presentations, gaming tournaments, racing simulators, and discussions on digital skills, inclusion, and the future of esports. A special emphasis was placed on equal participation opportunities, including for people with disabilities, as well as on the intergenerational character of the initiative, with participation even from senior citizens of the Municipality’s community centers.
  The Summit was organized in cooperation with the Hellenic Esports Federation and under the auspices of the Greek Government, establishing Elliniko as a pioneering center for esports and digital innovation in Greece.

• The Municipality of Elliniko–Argyroupoli inaugurated a state-of-the-art Municipal Physiotherapy Center, reinforcing its commitment to social care and public health through a major new healthcare structure led by Mayor Giannis Konstantatos.

• The Municipality of Elliniko–Argyroupoli inaugurated a state-of-the-art Municipal Veterinary Center, reinforcing its long-term commitment to animal welfare, social responsibility, and sustainable urban care.
  The fully equipped facility provides free veterinary care services for stray animals and pets belonging to vulnerable social groups, while also supporting emergency treatment, sterilization, temporary sheltering, and rehabilitation services. The project was implemented through the exclusive sponsorship of Hard Rock Hotel and Casino Athens and represents a major investment in urban animal welfare infrastructure.
  Under the leadership of Mayor Giannis Konstantatos, the Municipality has developed a comprehensive operational strategy for the management and protection of stray animals, including feeding programs, sterilization initiatives, a specialized animal rescue and transport vehicle, volunteer support networks, awareness campaigns, and the establishment of a dedicated Urban Fauna Department.

  The Municipality of Elliniko–Argyroupoli inaugurated the first Municipal Administrative and Business Center, transforming a previously abandoned building into a modern, energy-efficient, and multifunctional development hub.
  Led by Mayor Giannis Konstantatos, the “Imeras Building” was fully reconstructed through private investment, without any financial burden on the Municipality, creating a new model of sustainable local governance and public-private cooperation.
